I tend to agree (see #17896, this issue is a duplicate), but I've not had enough agreement to be comfortable going ahead with that move. I've not tested it, but you could try moving the already-downloaded sources into the folder you want (say, "externals") and then building with: PCbuild\build.bat -d "/p:externalsDir=externals" That ought to work, until such time as we actually move the default.
