why the java language is called as java platform

Thats because whatever coding you do in java, it actually runs in the Java Virtual Machine & not on your OS directly. It serves as a platform on which your code executes.

then when i exceute the c pgm in turboc ..it is executed in os ..is it right

Please avoid abbreviations like pgm.

Not sure about Turbo-C; I don't use it. I tend to find I'm using gcc which produces code directly executable by the operating system.
