Java has JTAPI for telephony interaction. I haven't worked with it or TAPI before, but I'm guessing they are somewhat compatible.

The JavaIoFaq links to a library that integrates TAPI with Java. Haven't used it myself, so I don't know how well it works.

Consider Paul's rocket mass heater.
