Individuals are not allowed to apply for a gTLD. It seems to me like a non-profit should be created to manage the TLD.

Some questions:

• In what jurisdiction?
• What kind of entity?
• What kind of statutes would this have?
• What are the governance choices we have to make?

This is not my area of expertise so I'll be inclined to hear some more lawyerly folks on this.
