Copy clipboard uses the default plain button but that adds the overlapping hover state background. Can we bring this closer to the v5 implementation, please?

Can we update to include:

1. no-padding option of button
2. Update default icon color be global/icon/color/subtle and global/icon/color/regular on hover.
