Bug - subtle border in high contrast is wrong color

Noticed in the group review that the subtle border is the wrong color in high contrast. Investigated and found a big bug, details are in this design-tokens PR - https://github.com/patternfly/design-tokens/pull/152

Need to get it fixed in the design-tokens repo and update core to fix the styles.
