Error 1723 -on Installing or Removing Java - "clean install of Java" note

I need help. I am trying to get a clean install of Java - I got the 1723 error above "Error 1723. There is a problem with this Windows Installer package. A DLL required for this install to complete could not be run. Contact your support personnel or package vendor."

I posted this earlier and got suggestions from others who had encountered this problem and some had solved it.

I have tried their suggestions except for removing the Windows Installer and updating it. What is the risks at doing this?

I am running Windows 7 / 64 bit.
