Bump mini_racer to 0.14.1
Remove locally compiled CentOS 7 binaries, https://ncr.plan.io/issues/29148
We no longer need custom CentOS 7 binaries, because we now use GCC 9 using
source scl_source enable devtoolset-9, so themini_racergem can now be compiled there.
