How do you know this is the 9.4 specific version of ladybug? Is the 4.1-x branch 9.4 specific?

There are no separate Ladybug releases intended for Frank!Framework 9.4.x. We expect every Ladybug release made around these days to work with FF! 9.4.x. We agreed orally that I will do some manual testing when this PR has been merged into a FF! 9.4.x nightly. We agreed we will not make this kind of updates close to a new official 9.4.x release.

Ladybug does not have official releases. We only make nightly builds.
