Changes included in this PR are:
update Python Runtime from 3.6.5 to 3.6.6

  • update ibm-cos-sdk from 2.1.1 to 2.1.2
  • update lxml from 4.2.1 to 4.2.3
  • update pandas from 0.23.1 to 0.23.3
  • update Pillow from 5.1.0 to 5.2.0
  • update pymongo from 3.6.1 to 3.7.1
  • update scikit-learn from 0.19.1 to 0.19.2
  • update Scrapy from 1.5.0 to 1.5.1
  • update simplejson from 3.15.0 to 3.16.0
  • update Twisted from 18.4.0 to 18.7.0
  • update watson-developer-cloud from 1.4.0 to 1.5.0

So for this stage of updating the Runtime we don't have to do a PG, only Jenkins, which passed.
The PG comes when I add the change from this PR to a PR I will create in "blue", which is the next step and can only be done after this is merged.

Things to review for this PR is to make sure the numbers match up.
So the changes start in requirements.txt, then in the Changelog the numbers should match and document what was updated.
