Mohammad Shafiqul Islam Bhuiyan is currently serving as the General Manager, Regulatory Affairs Division and Chief Regulatory Officer (Acting) of Dhaka Stock Exchange PLC. (DSE), Mr. Bhuiyan began his journey with DSE in 2006 as an Executive in the Listing and Market Operations Department. With extensive expertise in the capital market, his specialization includes securities laws, regulatory compliance for prospective issuers and listed companies, public offerings, corporate advisory services, and compliance oversight of Stock-Brokers/TREC Holder Companies.
Mr. Bhuiyan has significantly contributed to the diversification of capital market products, including REITs, ETFs, G-SEC, Financial Derivatives, and Sukuk. As a proficient legal drafter, he has played a key role in formulating various securities regulations. He has also been deeply involved in major transformation initiatives of DSE such as demutualization, automation projects, Book Building System, Electronic Subscription System, Smart Submission System, and online regulatory reporting systems for market intermediaries. Over the years, he has served as a member and chairman of several strategic committees of DSE.
Before joining DSE, Mr. Bhuiyan worked at Dom-Inno Developments Limited, a reputed real estate company. He holds both BBA and MBA degrees with a major in Finance and Banking from the University of Dhaka.
Mr. Bhuiyan has participated in numerous international training programs, seminars, and workshops, and visited prestigious institutions such as London Stock Exchange Group, Shenzhen Stock Exchange, Tokyo Stock Exchange, Osaka Securities Exchange, Securities Commission Malaysia, Bursa Malaysia, SEBI, BSE, NSE India, and Maldives Stock Exchange, acquiring valuable insights into global securities market operations.
As a seasoned capital market professional, he frequently lectures at institutions such as DSE, BICM, BASM, BIBM, ICSB, ICMAB, ICB, IBTRA, and FinExcel, and has presented keynote papers in various national and international forums.
He is a Fellow Member of the Institute of Chartered Secretaries of Bangladesh (ICSB) and a Council Member of ICSB for the 2022-2025 term. He has recently been elected as the Senior Vice President of ICSB in recognition of his leadership and contributions to the profession.
He is also a life member of several notable organizations, including the Dhaka University Alumni Association, SM Hall Alumni Association, and the JICA Alumni Association of Bangladesh.
