EFT Integration to Resolve Madrasah Salary Delay
The Ministry of Education announces the integration of EFT into the MEMIS project following ECNEC approval, eliminating manual delays and enabling direct salary transfers for madrasah teachers.
During the Jatiya Sangsad session, Member of Parliament for Rangpur-6 and Jamaat-e-Islami leader Md. Nurul Amin criticized the delay in madrasah teachers' salaries, noting that many had not received their pay even by June 16, leaving some unable to afford medical care for their families. In response to this, the Ministry of Education issued a clarifying statement today, Tuesday (June 16) night.
The Ministry highlighted that the current government has taken immediate measures to resolve the payment bottlenecks. On June 9, ECNEC approved the 'Madrasah Education Management and Information System (MEMIS) Support (2nd Revised)' project with a proposed 3rd amendment, raising the budget to BDT 38.07 crore. Originally approved in 2017 with a budget of BDT 10.12 crore, the previous government excluded the Electronic Fund Transfer (EFT) mechanism from the project, which severely disrupted regular salary disbursements. Due to the lack of EFT infrastructure, manual or analog processing remained mandatory for all institutions except for 8 piloting madrasahs across 8 divisions, directly causing recursive delays.
By integrating the MEMIS platform with the central iBAS++ government financial system, the digital processing of salaries via EFT will eliminate manual bank postings and traditional clearing delays. Funds will now flow directly into the individual bank accounts of teachers via the Bangladesh Bank Automated Clearing House (BACH).
The Ministry of Education expects that this updated automated infrastructure will ensure hassle-free, timely monthly salary transfers nationwide.
